Plans, message rates, what is billable, and how history is valued.
CODGuard uses a low monthly fee plus pay-per-message model. A paid plan buys a cheaper per-message rate, not the removal of the charge.

What is billable
Messages, and only messages: OTPs, abandoned-checkout nudges, and address-update requests. COD and partial orders carry no per-order fee — an order that sends no message costs you nothing.
An earlier version of CODGuard charged a $0.05 verification fee per COD or partial order. That fee has been removed.
Why the Free plan still needs approval
Every plan, Free included, is a real Shopify subscription, because usage records need a subscription line item to bill against. Approving the $0 plan costs nothing, but until it is approved /send-otp returns HTTP 402 and no message goes out.
Historic accuracy
Each message stores the exact rate it was billed at, at send time. Your billing page therefore values past messages at what they actually cost, not at your current plan's rate. Changing plans never rewrites history.
Currency
Shopify bills all apps in USD and pays developers in USD; app-store pricing cannot be listed in any other currency. Rupee figures in the app are converted at a fixed reference rate of ₹83 = $1 so you can reason about cost, and the exact dollar figure Shopify charges is always shown beside them.
